
LOUIS RENE BERES
LOUIS RENE BERES, Professor of Political Science and International Law
at Purdue University, was educated at Princeton (Ph.D., 1971) and is
the author of ten books and several hundred scholarly articles and
monographs. Born in Switzerland on August 31, 1945, he lectures and
publishes widely in the United States and abroad on matters relating to
terrorism, nuclear terrorism, nuclear strategy, and nuclear war.
His work on Israeli security concerns is well-known in Israel, where he
is a frequent speaker on military and defense matters.
In recent years Professor Beres has lectured at such Israeli venues as
the Dayan Forum (with Maj. Gen. Avihu Ben-Nun); the National Defence
College (IDF); the Jaffee Center for Strategic Studies; BESA
(Bar-Ilan University); Likud Chamber; Likud Security Group; the
Jerusalem Center for Public Affairs; and the International Christian
Embassy (Jerusalem). He has co-authored several articles with
AMB. Zalman Shoval dealing with the hazards, to Israel, of Palestinian
demilitarization in a Palestinian state, and he was featured in a
widely-reprinted debate with Maj. Gen. Shlomo Gazit (former Chief of
IDF Intelligence Branch) on the "Middle East Peace Process." This
debate appeared originally in MIDSTREAM magazine. The lead
article in the prior month's MIDSTREAM was an article by Professor
Beres titled: "The Argument for Israeli Nuclear Weapons."
An early book by Professor Beres, SECURITY OR ARMAGEDDON: ISRAEL'S
NUCLEAR STRATEGY (1986) dealt with a matter of still-growing
concern for all who care aboutthe survival of Israel. Other
recent law journal articles were co-authored with COL. (IDF/Res.) Yoash
Tsiddon-Chatto, former Chief of Planning for the Israel Air
Force. Professor Beres is a frequent contributor to NATIV,
BTZEDEK and the Policy Papers Series of the Ariel Center for Policy
Research. A member of that Center's Advisory Council, he is author of
ISRAEL'S SURVIVAL IMPERATIVES: THE OSLO AGREEMENTS IN INTERNATIONAL LAW
AND NATIONAL STRATEGY (Policy Paper No. 25) and SECURITY THREATS AND
EFFECTIVE REMEDIES: ISRAEL'S STRATEGIC, TACTICAL AND LEGAL OPTIONS
(Policy paper No. 102).
Professor Beres's work is well-known to P M Sharon, to the intelligence
and academic communities in Israel, and to the IDF General Staff. He is
Chair of Project Daniel, a small group effort to advise the PM on
certain existential security issues, primarily growing threats of
nuclear war and unconventional terrorism. In January 2003 the group
presented the Prime Minister, the Minister of Defense and the Chief of
General Staff with its full report: ISRAEL'S STRATEGIC FUTURE. Members
of Project Daniel include former members of the IDF General Staff and
an IAF Chief of Planning.
In the United States Professor Beres has worked on matters of nuclear
terrorism with the Defense Nuclear Agency (DoD); Arms Control and
Disarmament Agency; Defense Advanced Research Projects Agency (DARPA);
Nuclear Control Institute; and the JFK Special Warfare Center (DoD). He
is also Strategic and Military Affairs analyst for THE JEWISH PRESS in
New York City. Professor Beres's columns appear often in such
newspapers as THE NEW YORK TIMES; INDIANAPOLIS STAR; CHICAGO TRIBUNE;
LOS ANGELES TIMES; USA TODAY; BOSTON GLOBE; WASHINGTON POST; CHRISTIAN
SCIENCE MONITOR; JERUSALEM POST (Israel); HAARETZ (Israel) and NEUE
ZUERICHER ZEITUNG (Switzerland).
