Presidential Directive of 1976

President Ford, in this Presidential Directive, established the Committee on Foreign Intelligence, reporting to the NSC Chairman, Kissinger, and with the DCI as the Chairman of this new committee.

This directive also outlawed assassination as an instrument of American policy.

This directive also (as each President does) outlines the CIAs domestic duties, and accepted the principle of a joint Congressional Oversight committee, however the Congress chose not to setup a joint committe, rather elected to each have their own committees.

The directive actually known as EO10905 also performs what has now become ritual for an incoming President, setting out the definition and tasking for the U.S. Intelligence Community.
