The Hart Rudman Commission Report

The Hart Rudman Commision final report (the U.S. Commission on National Security in the 21st Century) was perhaps the single most accurate predictive document created by any commission of its kind and could very well serve as a basis for many of the changes being implemented and recommended post 9/11.  Yet, at the time of its release, it garnered very little attention and sadly, nothing was done to implement any of its recommendations.


The Reports
Phase 1 (July 1998 - August 1999)
The USCNS/21 study is a two and a half year project that has been divided into three phases of research. Phase 2 (August 1999 - April 2000) (PDF 319KB)
Phase 2 will review existing national security strategies and provide recommendations for adjusting these strategies to cope with the threats and oppurtunities that may flow from the future national security environment.

Phase 3 (April 2000 - February 2001) (PDF 1.58MB)
Phase 3 will recommend the modification or creation of new national security structures to implement the strategies proposed in Phase 2.
