The CIA is chartered to consolidate intelligence data from all the intelligence agencies of the U.S. government and prepare regular reports on this data. Various directorates of the CIA provide both covert and overt collection capabilities as well, with the least visible of these directorates being the Operations Directorate which conducts all field activities. The CIA is prohibited by law from practicing its arts within the confines of the U.S., except under very special conditions...mainly when tracking agents movements from outside the country to the inside. In this case, the CIA must involve the FBI which is responsible for Counter-Intelligence. Historically, the CIA has also been tasked with management of overhead intelligence gathering (TECHINT).
