Following the expiration of the special commission on
Iraq, the U.N. created a whole new organization to "work the Iraqi
problem". While their weapons inspection regime appeared to
occassionally work, it was clear by the close of the 1990s, that Iraq
was no longer cooperating. However, the United Nations could not
figure out how to get Iraq to step up to their disarmament commitments.
