Several sources have discussed the use of new orbit dymanics and possibly the use of new surfaces on satellites to make them harder to discern by visual observation. The idea is to make it more difficult for amatuer (and clandestine of course) observers to define orbits and transit times of space surveillance (especially photo recon types) satellites.
In typical reckless scientific abandon, several scientists have decided it
is just fine to publish information on the exact orbits observed for such
satellites. After all scientific endeavor and disclosure never hurt anyone,
right?
